The book is written for managers without financial backgrounds, who face the task of developing budgets. Kemp is a practicing manager who comes from a liberal arts background. He enlisted Dunbar as a co-author, as Dunbar has an MBA and more formal financial expertise.
The goal of the book is to provide practical information - ideas and techniques that can be used by managers, primarily low-level ones.
